Saint-Petersburg University was established by the Decree of Peter the Great on January 22, 1724, upon enactment of the Decree of the Governing Senate of January 28, 1724.
Following the Decree of the RSFSR President "On the Most Valuable Objects of National Heritage of Russia" of December 18, 1991, No.294, the Decree of the President of the Russian federation "On the Most Valuable Objects of Cultural Heritage of the Peoples of Russia" of November 30, 1992, No.1487, the Decree of the Government of the Russian Federation "On the Most Valuable Objects of Cultural Heritage of the Peoples of Russia" of November 30, 1992, No.919, and the Decree of the Government of the Russian Federation "Issues Concerning Activity of the Most Valuable Objects of Cultural Heritage of the Peoples of Russia" dated July 17, 1995, No.719, Saint-Petersburg State University is considered as a particularly valuable object of cultural heritage of the peoples of Russia, is rated as an institution of the highest record and protection category and is provided with special forms of state support.
The Federal State Institution of Higher Professional Education "Saint-Petersburg State University" (hereinafter - the University) was founded by the Russian Federation represented by its Government. The powers of the founder, except for those relating to reorganisation and liquidation of the University pertaining to the competence of the Government of the Russian Federation, are exercised on behalf of the Russian Federation by the Federal Education Agency responsible for administering the University.
Following the Order of the Government of the Russian Federation of March 9, 2006, No.306-r, the University was reorganised through the accession of the Research Institute “Russian Centre for Laser Physics”, the State Institution “Competition Centre of Fundamental Natural Science” and the State Institution “Centre for Integration of Education of the Ministry of Education of the Russian Federation”.
The University is a creative community of professors, teachers, students, scientists, engineers and technical workers, whose activities are aimed at the attainment of truth and affirmation of humanism and justice. The University life is fundamentally based on the principle of freedom in teaching and research activities proclaimed by the Magna Charta of European Universities and the moral principles of the Code for Students and Employees of Saint-Petersburg State University.
In order to improve the efficiency and quality of the academic process, the use of intellectual, material and information resources for training specialists and for research in the priority fields of education, science, culture, technology and social sciences, the University as a both Russian and international centre of education, science and culture, in the manner specified in the legislation of the Russian Federation, may become the basis for establishment of University training, research and production complex, integrating education institutions implementing education programs of different levels, as well as research and other institutions and non-profit organisations, or their divisions.
The University does not allow creation and operation of organisational units of political parties, socio-political and religious movements, organisations (associations) (paragraph as amended by the Resolution of the Conference of November 24, 2008).
