ADMISSION REGULATIONS
of Saint-Petersburg State University,
Internship Education Programs
for the 2009/2010 academic year
 
1. General Provisions
 
1.1. The current Regulations of Admission to the Internship Programs at Saint-Petersburg State University in 2009/2010 (further as Regulations of Admission to the Internship) regulate the procedure of admission to Saint-Petersburg State University (further - SPbSU) internship education programs in 2009/2010.
 
1.2 Regulations of Admission to the Internship ? have been formulated on the basis of the Russian Federation Education Act No 3266-1 of July 10, 1992, the Federal law “On Higher and Postgraduate Professional Education” No125 of August 22, 1996, Order of the Ministry of Public Health and Social Development No112-н “On the list of specialties for specialists with higher and postgraduate medical of pharmaceutical education in the field of public health of the Russian Federation” of March 11, 2008, and other legal and regulatory acts.
 
2. Procedures of Admission to Internship Programs
 
2.1. Admission to internship education programs at SPbSU is provided for individuals who graduated from one of the programs of the higher medical education in the Russian Federation and who have state-recognised diplomas or equivalent diplomas of other countries.
The recognition of the diploma equivalence is carried out in accordance with the procedures specified in legislation of the Russian Federation
 
2.2. Admission is carried out to the internship education programs, opened in accordance with the procedures established at SPbSU.
 
2.3. Admission to the internship education programs is carried out to the places financed by the federal budget (further – state-financed places), and to the places under the agreement of payment for the education by individuals and/or legal entities on a competitive basis according to the results of entrance examinations.
 
2.4. On the proposal of the Dean of the Faculty of Medicine, and in consideration of the number of state-financed places established for the internship programs, places for targeted enrollment may be allocated on the basis of agreements with the bodies of local self-government.
 
In order to train qualified specialists for the bodies of state power and the bodies of local self-government a targeted admission on a contractual basis to the places under the agreements of payment with these bodies may be organised at the Faculty of Medicine.
 
2.5. Applicants for internship submit the following documents to the Admissions Committee:
2.5.1. A personal standard application addressed to the Rector concerning admission to internship;
2.5.2. A copy of a state-recognised diploma of higher professional education with an academic transcript certified by a notary or by the Admissions Committee of the Faculty of Medicine (those having graduated abroad submit their diploma and a copy of recognition of its equivalence);
2.5.3. Document of identification and one copy;
2.5.4. Other documents if the applicant applies for a targeted place under the agreement of payment with the bodies of state power and bodies of local self-government
 
2.6. Applicants get receipts for the documents.
 
3. Organisation of Admission to Internship Programs
 
3.1. In order to organise and carry out the admission to the internship education programs the following committees are formed annually (not later than one month before submission of documents) at the Faculty of Medicine on the proposal of the Dean by the order of the Pro-Rector for Academic Affairs:
Admissions Committee for the internship education programs;
Examination Board for Entrance Examinations;
Review Board

3.2. Entrance examinations to internship are taken in written form in the specialty chosen.
Those who did not take the examination at the required time without a reasonable excuse are eliminated from the competition.
Those who did not take the examination at the required time, but have a reasonable excuse, are admitted to the examination by the decision of the Admissions Committee.
Re-taking examination is not allowed.
Admission to the clinical residency is carried out on the basis of the results of the written examination which is taken at SPbSU at the programs that correspond to the specialties to which admission is opened.
According to the results of the entrance examination, a pass mark (rating) is established for the each specialty.
If there are equal marks, additional criteria are taken into consideration:
 
academic progress during the period of studying at the higher education institution, participation in research in the corresponding medical specialty; grants, fellowships, patents, etc.
 
3.3. Admission to the internship programs takes place during the following period:

3.3.1. Submission of documents: from June 10, 2009 till July 5, 2009
3.3.2. Entrance examinations: July 7, 2009.
 
3.4. The Chairman of the Admissions Committee to the internship education programs is the Dean of the Faculty of Medicine.
 
3.5. Admissions Committee for internship education programs:
3.5.1. carries out the acceptance and consideration of the documents submitted by the applicants;
3.5.2. on a compulsory basis informs the applicants and those who pay for their education about the Charter of SPbSU, Internal Regulations, Admission Regulations of the internship studies, educational license and certificate of the national accreditation and its supplement related to the specialty chosen, which applicants attest with their signatures;
organises entrance examinations and carries out the competition;
prepares the drafts of orders issued by the Pro-Rector for Academic Affairs concerning?  admission to internship according to the results of entrance examinations not later than ten days before the beginning of the study.
 
3.6. Examination Board for Entrance Examinations for internship education programs:
prepares the drafts of entrance examinations programs; elaborates on the estimation criteria of the applicants;
conducts entrance examinations.
 
3.7. The Review Board considers written applications submitted personally by the applicants the next day after the announcement of the examination mark.
3.7.1. Applicants submit appeals personally in written form addressed to the Pro-Rector for Academic Affairs. Appeals from a third party including applicants' relatives are not accepted or considered. Appeals should specify reasons for disagreement with the mark. Appeals are considered by no less than three members of the Review Board.
3.7.2. Considering an appeal is not a re-taking of the examination. In the process of considering an appeal, only the accuracy of the scoring of the examination is reviewed. Applicants submit appeals personally the next day after the announcing of the mark. The Review Board accepts appeals during the entire working day. Consideration of appeals takes place during the next day after the members of the Board familiarised themselves with the examination papers.
3.7.3. Applicants have the right to be present during the consideration of their appeals. Applicants should have their identification documents and examination lists. After an appeal has been considered, the Review Board makes a decision concerning the examination mark. In the case of disagreement, a voting procedure of the Review Board members is conducted, and a decision is made according to the majority of votes. The decision of the Review Board is recorded and brought to notice of the applicant (under the applicant’s signature).
3.7.4. According of the Review Board’s decision, the mark can be raised, lowered or remain unchanged.?  If the mark is changed, the Chairman of the Review Board makes the necessary changes in the examination paper and the examination list. A copy of the record of Review Board meeting with the decision on changing the examination mark is passed to the Admissions Committee by the Chairman and kept in the applicant's personal record.
3.7.5. The recorded decision of the Review Board is confirmed by the Pro-Rector for Academic Affairs and is considered as final. The records of the Review Board decisions are kept by the Admissions Committee during the period specified by the regulations.
 
 
3.8. All decisions of the Admissions Committee, Examination Board and Review Board are recorded.
 
4. Procedures of Enrollment to Internship Programs
 
4.1. Enrollment to internship education programs at SPbSU is carried out by an order of the Pro-Rector for Academic Affairs with the specification of the education program and specialty (in accordance with the Nomenclature), as well as the source of education financing.
 
4.1.1. The enrollment of applicants who have successfully passed their entrance examinations to internship programs and whose rate is high enough for state-financed places, is carried out not later than 10 days before the beginning of the study.
 
4.1.2. Individuals who have passed the entrance examinations successfully, but didn’t rate for state-financed places, can be enrolled to internship programs on a fee-paying basis with payment to be made by individuals and/or legal entities.
 
4.1.3. The terms of enrollment to internship of the individuals who have successfully passed their entrance examinations and are planning to study on a fee-paying basis with the payment to be made by individuals and/or legal entities, can be prolonged by an order of the Pro-Rector for Academic Affairs and the Dean of the Faculty of Medicine.
 
4.1.4. Individuals entering the course on a fee-paying basis with payment to be made by individuals and/or legal entities, are accepted only after signing a payment agreement in accordance with the Regulations on Paid Education Services at SPbSU.
